Infrastructure
Our role is to oversee the development of defence force infrastructure through the organization of planning, design, and construction of new facilities. Additionally, we manage existing properties and oversee property acquisitions and disposals. When necessary, we conduct land surveys and organize rental tenders, ensuring that all development and construction activities comply with environmental regulations. Since 2020, infrastructure management has been organized into regional and function-based portfolios to optimize the efficient use and development of infrastructure.
The largest army base in the North and North-eastern Portfolio is in Tapa, home to the 1st Infantry Brigade. The Jõhvi army base houses the Kalevi and Viru Infantry Battalions. In Tallinn, there is the Estonian Navy naval base at Mine Harbor, the Cyber Command army base on Filtri Road, an army base in Suur-Sõjamäe, and the Ministry of Defence building. In total, the portfolio covers an area of 350,000 square metres.
The Southern Portfolio manages and develops territories from Central Estonia to the southern border of the country. The portfolio includes the Nurmsi training complex in Central Estonia, the Raadi army base and the Estonian Military Academy buildings in Tartu, and the Taara army base in Võru. The total area of the territories is 330 hectares, with a net area of buildings and facilities of 100,035 square metres.
The largest army bases in the Western Portfolio are located in Ämari and Paldiski, but various areas are distributed throughout the mainland and islands of Western Estonia. The existing buildings in the portfolio have a total closed net area of 134,000 m² and the territories cover approximately 1545 hectares.
The Training Areas Portfolio manages over 38,500 hectares of training areas, including seven training fields across Estonia: the Central Training Area, Nursipalu, Sirgala, Kikepera, Klooga, Männiku, and Soodla training areas. The portfolio comprises over 90 buildings and facilities. The portfolio’s tasks include developing and maintaining training areas, coordinating and supporting training, ensuring safety during training, and monitoring compliance with environmental protection requirements.
The Catering Services Portfolio is responsible for organizing, coordinating, and developing catering services at nine different locations across Estonia, including on navy ships. The portfolio includes 230 team members who provide three meals a day with hot food to a total of 5000 conscripts, servicemen, and allies. Additionally, this portfolio involves creating, storing, and circulating food reserves essential
for national defence, supplying the Defence Forces with food packages, offering catering services outside the catering complexes, and playing a crucial role in organizing outdoor catering.
